The Lagos State Government has announced the reintroduction of its Amnesty Programme for building permits, applicable to existing buildings without approval (“Amnesty Programme”). The Amnesty Programme will run for 61 days commencing from 1st November 2025 to 31st December 2025 (“Amnesty Period”).

During the Amnesty Period, the State Government will waive all penalties for individuals and entities seeking to regularise buildings erected without obtaining the requisite planning permit from the Lagos State Physical Planning Permit Authority (LASPPPA). Property owners and developers are encouraged to take advantage of this window to apply for and obtain building permits on an “as-built” basis for all existing structures currently without LASPPPA approval, in order to avoid the imposition of stiff penalties.
In 2024, the Lagos State Government implemented a similar Amnesty Programme for an initial period of 90 days, commencing 2nd May 2024, but which was later extended to 31st December 2024 to accommodate the high volume of applications from individuals and entities seeking regularisation. It is commendable that the Government has chosen to reintroduce this initiative, albeit for a shorter period of 61 days.
According to the Notice published by the Ministry of Physical Planning and Urban Development, applications may be submitted at any LASPPPA District Office across the 57 LGAs/LCDAs in Lagos State, or at the Electronic Planning Permit (EPP) Office, LASPPPA Headquarters, Akinjobi Way, GRA, Ikeja.
