Welcome to Vol. 3 / Q4 / Issue 13 of JEE IP Africa News. In this edition, we highlight key intellectual property regulatory developments across selected African jurisdictions. Notably, Libya has reinstated the requirement for local attestation of all foreign legalized documents submitted in trademark matters. The Nigeria Trademarks Registry has issued a new online trademarks journal, while the Egyptian Intellectual Property Authority (EGIPA) has announced revised official fees for intellectual property services.
LIBYA
Libya Resumes Local Attestation Requirement
The Libyan Trademark Office has reestablished the local attestation/super-legalization requirement for all foreign-legalized documents submitted in trademark matters, effective 12 October 2025. Pursuant to a recent directive from the Ministry of Foreign Affairs and International Cooperation, documents used in trademark prosecution for example, a Power of Attorney (POA), Deed of Assignment, or other supporting papers legalized abroad must first be legalized by the relevant Libyan Consulate and thereafter super-legalized (locally attested) by the Libyan Ministry of Foreign Affairs before the Trademark Office will accept them for filing; the cost of this attestation varies by country of original legalization. This measure, which stems from Item No. 2 of the Office’s regulations issued on 14 February 2024, was implemented between February and April 2024, subsequently suspended, and has now been reintroduced to reinforce the authenticity and validity of foreign documents relied upon for trademark prosecution at the registry.

Nigeria Trademarks Registry Issues October 2025 Online/Pre-IPAS Journal
The Nigerian Trademarks Registry has released Trademark Journal Vol. 1, No. 4 (Online/Pre-IPAS), dated 10 October 2025. In line with the statutory two-month opposition period, interested parties may file a notice of opposition against any of the advertised marks from 10 October 2025 to 10 December 2025. Please note that the opposition period is strictly non-extendable.
EGYPT
EGIPA Announces Revised Official Fees for Patent, Copyright and Plant Variety
The Egyptian Intellectual Property Authority (EGIPA) has announced adjustments to the official fees applicable to certain intellectual property services. Under Decision No. 138 of 2025, which supplements Decision No. 26 of 2025, EGIPA has revised the fee structure for a range of patent-related procedures. In addition, Decision No. 140 of 2025 introduces new fees for plant variety protection, while Decision No. 141 of 2025 addresses copyright-related charges. The updated fees take effect from 15 October 2025 and apply to all relevant filings and services submitted from that date onward. The revised schedule of fees has been made available on the official EGPO portal.
